Carta de Gonzalo Vial Correa al presidente Patricio Aylwin en la que plantea observaciones al decreto que crea la Comisión Nacional de Verdad y Reconciliación. Advierte que la Comisión no debe investigar ni asignar responsabilidades individuales para no invadir funciones judiciales.
