Se describen las inversiones previas de la empresa, las características técnicas del muelle, y se plantea modificar el Decreto Supremo N.º 107 (1991) para permitir su uso multipropósito. MICSA argumenta que su proyecto es más rápido, económico y viable que el propuesto por el consorcio naviero asociado a EMPORCHI, ofreciendo incluso arrendar o compartir la gestión del puerto con el Estado
