El Infrascrito expone reparos al proyecto de decreto que crea la Comisión Nacional de Verdad y Reconciliación, señalando que no podría participar en ella si sólo aborda un aspecto del conflicto —el de las víctimas civiles— sin considerar también a los miembros de las Fuerzas Armadas y de Carabineros fallecidos. Adjunta un documento con comentarios jurídicos al proyecto, donde cuestiona posibles conflictos con las atribuciones del Poder Judicial y advierte la necesidad de mantener equilibrio y objetividad en el mandato de la Comisión
