Senador por la 8ª Circunscripción Santiago Oriente, Región Metropolitana, periodo 1998-2006. Ministro de Hacienda, del 11 de marzo de 1990 al 11 de marzo de 1994, bajo el Gobierno del Presidente Patricio Aylwin Azócar. Ministro de Relaciones Exteriores, entre el 11 de marzo de 2006 y el 12 de marzo de 2009, durante primer Gobierno de la Presidenta Michelle Bachelet Jeria.
